Ben is right - while orders issued in March, 1864 declared unit designations be added to the flags it was left to brigade and regimental commanders as to how that played out. Gen. John Brown, commanding a Tennessee brigade, had his flags decorated by a Rome, GA sign painter. The unit designations were probably done by local ladies as they are cut and sewn cotton letters.

Some AOT flags are not marked at all.
