My "pond" is a lot smaller than your epithet would imply! I consider myself a "student of" and keep hoping to meet an expert.

My coment was limited to being the observation of a long-time student of Civil War period army signaling who "keeps an eye out" for information on the far more complex world of signaling at sea and nautical flag hoists. The pertinent information I have seen for the period of "our war" shows the appeal of red, white, and blue for the flags used in US and CS naval signals, an echo of the use of those colors in national standards by both sides. From what I see on the Internet, yellow was used at least as early as Lord Nelson's time by the British and the Royal Navy. "Off the top," I suspect that the answer lines in post-Civil War efforts to adopt standard, international signals for nautucal purposes (with the side issue of confidential or private signals reserved for individual navies or other non-international uses), with the added impetus of WW II/NATO standardization, resulting in "Pub 102" of today. (Generally speaking, the yellow/blue flag has been "K" or the numeral "9." I would assume that there would have been an effort for any "blue water" US/CS ships (including blockade runners) to carry a suitable array of foreign and '"own service" signal flags (suitable for recognition, communication, and deception), thus no surprise that a flag of the type in question could appear in the time frame of the war and lend itself to (mis-)identification problems. That's a long-winded way of saying I'd like to know also! Maybe we can ferret out a treatment of the subject I've overlooked.
