You will find that the further away from Washington a CS flag was captured the less likely that it would be sent to Washington. Grant claimed 85 flags at Vicksburg and not one was sent to the WD. 16-18 flags were taken at Corinth - same thing. None from Donelson were sent to the WD, etc.

There are probably hundreds of missing captured CS flags still out there somewhere.
