I found the article in the Brake Collection at the Military History Institute in Carlisle, PA. It was cited from The New York Times of 2 July 1913, page 2, columns 4-7.

I extracted the information as follows: "... the 20th lost its flag ... got back ... half of it ... there were 27 bullet holes in the half they got back ... H. M. Fitzgerald, Sergeant, Company K, 97th New York [meeting] J. D. Irvin, colorbearer ... said 'I've got the other half of your flag that we took away from you 50 years ago today, and I wanted to return it, but I didn't hope to be able to give it to the very man we took it from.'"
