No. When I say regimental colors/flag it is the flag of that regiment. When a state color is used I differentiate.

A VA state flag was indeed taken at Third Winchester and the MOC has it now. It is either the 22nd VA or 23rd VA's flag (My ancestor was in the 22nd). I am doing this from memory here but I think a Second National (Richmond Depot made) was also taken at Third Winchester as were some ANV flags.
