The Richmond Depot at the time the Staunton Depot was making flags (July 1864 onward according to Madaus) was producing Fourth Bunting battle flags that were entirely wool bunting save the cotton canvas hoist and the polished cotton stars/fimbration). Around October they changed to the Fifth Bunting issues.

These flags did not come from Richmond.
