That is very interesting that the person who looked at this flag and consulted with Brunk missed this. If they had never seen a Staunton Depot flag before then that would not have been part of their experience. Had they only been familiar with Richmond Depot ANV flags then the Brunk flag and its borders would not be familiar and I can see where it would lead to the conclusion of them being restorations.

I still favor your third theory as to the flags from Staunton Depot.

By the way - Goff's book on the Confederate supply system makes mention of the depot at Staunton especially when QM General Abraham Myers reformed the QM department. One of his goals was for the smaller depots close to the front being crucial in supplying the troops in their area of operations. He cites QM letters from the national Archives and the OR.
