I will have to humbly beg to differ. If you study the photo on the far left you will see the width of the blue cross is wider and the stars are bigger than the 3 flags on the left which are considered Staunton Depot or Valley flags if you prefer. I wish I had another 5th bunting to compare but hopefully any other 5th bunting would match the one on the flag on the left to a "T". rather than the other three. My Great-great-grandfather was in the 51st NCST and when the was displayed at Bennett's House in Durham back in the 1980s & 1990s, I took lots of pictures of that flag and know about ever thread, well almost. I can't weigh in as a historian on the precise location of where the Staunton Depot flags were made but (IMO) those group of flags from the Valley were made by a different hand than the Richmond Depot 5th bunting issue lot.
