Howard Madaus research has Wharton’s Division, Army of the Valley receiving replacement flags lost at Winchester in mid-September from the Staunton Depot. The borders on the battle flags have a white flannel border the same flannel that was used on the white field of the 2nd National.
It might be beneficial to check the records of Wharton’s Division or the regiments of the division.

Howard keep his files by flag pattern, the 2nd National’s from Staunton in one and the the battle flags in another, his research notes should still be within one or both of those files.
