The flag could indeed be that of the 6th Georgia Cavalry - I missed the part in my book source that stated they were at Knoxville. Resupply connections with Virginia were re-established after Longstreet move northeast of Knoxville for the winter of 1863-1864. The cavalry units were quite active at that time in East Tennessee and did not get back to Georgia until February 1864.
