And with Longstreet being a core unit of the ANV - and the fact that the ANV was supplied for accouterments from the Richmond Depot - and now was back on a line of supply via the railroad to Richmond - where else would the shoes come from? Richmond was a prime maker of shoes. So was Atlanta - but those shoes would still have had to go by railroad into Virginia and then down the East TN and Virginia Railroad to Longstreet in East Tennessee.

Look at the railroad maps in Black's first edition of "Railroads of te Confederacy" to trace this.
