George,
The 22nd Louisiana flag you mentioned is a post-Vicksburg banner made in Mobile by Jackson Belknap. These did not start showing up until October 1863 when the first issues went to William Hicks Jackson's Cavalry Division. They were issued to Polk's Army of Mississippi, the Mobile garrison, Stephen D. Lee's Cavalry Corps, units of the Department of Alabama, Mississippi and East Louisiana and, finally in July, 1864, to Nathan Bedford Forrest's Cavalry Corps.
