Frank Blair was a Missouri Congressman before the war and a general during it, serving in the West. He and Nathaniel Lyon, plus the large German population of St. Louis, were all instrumental in keeping the state out of the Confederacy.

He loaned two captured CS flags taken at Vicksburg (one Texas and one Louisiana) to the Cincinnati Sanitary fair of December, 1863. Where those flags are now I have no idea.
