Please keep in mind that the flag proposal of 1861 did not really state anything as to the overall size of the First National flag (how many inches by how many inches). Hence, they are all over the map in sizes based on surviving examples.

The ratio is similar however - 2 to 3 hoist to fly, for the most part. This was the tail end of Jacksonian America and folks simply did pretty much what they wanted rather than have everything coming from the government, hecne the many sizes, star arrangements, etc. for this flag.
