Not an 'expert' but at the begining of the war I would say almost ALL flags were silk. One of the biggest manufactures was Tiffynies (not sure of spelling). But as time and activities occured, these silk flags were sent back home to be stored and everyday flags were made out of wool, cotton, or a mixture. There a more knowledgeable people who will give you a much better answer.
