Nick is quite correct - this size indicates a personal flag and if it were a bit smaller we would call it a "Bible" flag (used to mark your spot in the Bible). These were sent from home to soldiers and officers typically by their wives or sweethearts.

Company flags, like regimental flags, were to be large enough to be seen by the other side but no standard size was ever dictated.
