I think the "McClellan" style flags was one of his designating flags ceated that year (1862) for brigades, divisions and corps (and I think even regimetns but could be wrong).
Meade only got two CS flags - one probably from McGowan's SC Brigade (probably Orr's Rifles) and that of the 14th Tennessee Infantry - mis-identified as the 19th Georgia. I have conclusive evidence, recently unearthed, that the color bearer of the 19th GA saved his flag from capture and a flag requisition in mid-1863 from the 14th TN asking for a new flag to replace the one lst at Fredericksburg (as stated on the form).
