A fine point - they do indeed look like some of the Rogers signal flags from the 1850's (except one of those had a blue triangle instead of red).

Almanea Tompkins' invoice was not found in the Confederate Papers Relating to Citizens & Business but rather the CS navy files in their flag makers section. You may know that each US Navy base supplied its own warships with whatever they needed; sails, rope, flags, repairs and refurbishment, etc. and the fact that these flags look like Rogers signal flags tells me that she must have made some for the US Navy before the war since she lived in Norfolk.

I have never seen anything from Magruder that states, "these flags must look like this style," or anything from him actually asking for the flags (if I correctly recall). That notation from his orders book that tells of the flag and states what units were to get them was the best evidence other than existing flags, that we have for them having official sanction from Magruder. Maybe some clues lie in his papers.

But they are certainly very "plain Jane" indeed.
