Tom,

The black regiment of the New Orleans Militia in 1861 were the lineal descendants of Daquin's and LaCoste's Battalions Free Men of Color that fought with Andrew Jackson at New Orleans.

There was a huge militia parade in June, 1861 (I think I have the date right) that was covered in detail by all of the New Orleans newspapers and this black regiment marched in it and they had a flag.

They were accepted into state service but not CS service and like the bulk of the NO militia, disbanded when the city fell.

Louisiana had at least two other black companies in state service in other parts of the state as I have flag presentations for one of them and the other was involved with the ceremony.
