As I'm sure you well know, beginning in 1868, the Chattahoochee arsenal site became Florida's state penitentiary. Freedmen's Bureau agent Malachi Martin served as warden for about a half-dozen years and was later the subject of investigation for abuses. The best source on Martin is Mildred Fryman's "Career of a Carpetbagger: Malachi Martin in Florida," FHQ 56 (Jan. '78), 317-38. Fryman's article is well documented. The pentitentiary, of course, was the last place Samuel Fleishman was seen alive in 10/69 when he sought Martin's protection on his return to Jackson County.
