I suspect that Shofner just took the veterans index grave number or added up the numbers from the rosters in Stanley's history. His research regarding the Civil War was pretty minimal.

You raised an interesting question, so I'm going to spend some time this afternoon looking through my data and see if I can come up with a better number for you.
