This is from "Confederate Flags in the Georgia State Capitol Collection" 1994 Edition:
"Howell Cobb, former US Secretary of the Treasury under Pres. James Buchanan, organized the 16th Regiment of Georgia Volunteers in the early summer of 1861. The unit was composed of men from Madison, Elbert, Habersham, Monroe, and other Ga. Counties. Maj. Gen. Howell Cobb and Brig. Gen. Goode Bryan rose from the ranks of the 16th.
The regiment was attached to the Army of Northern Virginia when Robert E. Lee decided to move north in 1862. Lee divided his army into three forces intending to converge near Sharpsburg, Md. At the battle of Crampton's Gap, the 16th and 3 other regiments under Cobb reinforced troops commanded by Col. William Parham, but the Federal attack broke the Confederate line. During this engagement, Sgt. Anderson of Company K, 96th pa. Infantry, shot color bearer William McMullin of the 16th, and captured the flag.
The regiment was able to rejoin Lee, aaand it participated in the battle of Sharpsburg (Antietam) Sept. 17, 1862.The 16th remained active throughout the war, fighting at Gettysburg and many battles in Virginia."
