Do you know who said this? This would give you a hint on the author's perspective. As far as the geographic location is, have you ever been up in that area. It could be anywhere.

Where are you pulling these notes from? Does the work have a bibliography? If it is a magazine, it should make note who said it and you can Google the person who said it or contact the magazine and they will help you contact the author.
