I would take it a little further to state that militiamen listed in the Congressional Districts were involved in no military actions. Citizens had no uniforms and few possessed arms and ammunition. The design and intention here was similar to a jury pool -- if the governor ever called for the militia of any given county or district, these men were expected to be available.
