Not necessarily. If a man failed to report for enrollment, and was in an area where the enrollling officer was not aware of his presence, he might have escaped detection. But most men who were not already in service enrolled, I suspect, particularly in rural areas where one's identifty would be known. In the mountainous Georgia counties, many of the men had gone to the Federal army, or activley sympathized with them, and thus refused enrollment.
