The paper (which I haven't actually seen) is not a pension application (I have one of those on my own ancestor and the amount of information in it is priceless), but says it is parole papers, that I have never seen. She is trying to get a government marker for his grave, and the government won't take the parole papers....seems Mr. Watkins kept a low profile.
