Secretary of State Elihu Pinson Watkins to Governor Brown:

“Since I left the Capitol I have heard considerable grumbling about your late order. I have generally succeeded in pacifying; a few however are inexorable. Some of Capt. Cooper’s Company is quite bitter. I met one of them on the street yesterday; he was mouthing about your refusal to let them carry their arms and went so far as to say that the Grays had not been treated right. I took it upon myself to give…a true history of the case and assured him that the Grays had not been discriminated against. It is generally believed here that you will not be called upon for any more Troops—at least I think some indulge that hope by way of retaliation for imagined grievances. Your friends are much pleased with the idea of you making Atlanta your Head Quarters. Mr. Hull of the Atlanta and Lagrange Road said to me yesterday that he would furnish at the Depot 20 or 30 cords of wood for the rendezvous upon short notice—say 2 or 3 days. I am informed that Capt. Cooper takes a proper view of your order. If you have not already notified the authorities at Montgomery of the readiness of a Regiment—would it not be well to do so. If I can serve you in any way up here—you have but to command.”
