Records from the Georgia Archives

Have any of you noticed when looking at the soldiers records form the archives some inconsistencies? For example I was going through the rosters for the 9th Battalion Georgia Artillery using Broadfoot to recheck and confirm some of my names and found they were close to the same. I found some pension records at the Georgia Vault
http://cdm.sos.state.ga.us/ to compare pension and other records and then also the Nations Sailor/Soldier records. I have some soldiers in my record that I copied with names like "Dock" which are obvious nick names and some misspellings like "Rail" which may be Ryan or some other names. I do Google searches to check spelling and look at some genealogy cross match. I ran into this

Hershfield Isadore – Broadfoot Isadore Hershfield shows to be in New York. I cant find any records of him in Georgia Some names like this I have found were in different units and not associated with the unit I have. It is as if the cards with the soldiers names were shuffled into this unit for one reason or another. I am not sure how the names or roster was collected. I am curious as to how the names of the soldiers of Georgia were compiled.
