Here's the inscription from the Texas monument. Placement of Confederate monuments at Gettysburg wasn't allowed near sites of actual combat, so this marker like many others for the Army of North Virginia can be found along South Confederate Avenue, some distance away from Devil's Den and Little Round Top. You may be thinking about a park service marker. However, only unit commanders are found on these - no list of eighty names.

Several enlisted men named Bullock or Bullock can be found on rolls of the 1st, 4th and 5th Texas, as well as the 3rd Arkansas Regiment. However, none of them was ever commissioned as an officer during the war, and none of them was named William. The only officer named William Bullock who served at Gettysburg was a 2nd Lieutenant of Co H, 48th Mississippi Regiment. The records do not show that a Major named William Bullock or Bulloch served in any Confederate command.
