Bonds provided by Volunteer Companies

I have a question. I see many times reference to volunteer companies providing a "bond" to the Georgia government usually mentioning guns. This is only very early in the war. I am wondering exactly what this was for. I am imagining that the units had to put up some collateral for insurance so that the state felt safe issuing them guns, especially for units not yet offically sanctioned by the state. Since the guns were state property they would keep the bond as insurance that the guns would be returned in the future. Is this correct?
