Several cavalry companies from these counties were assigned to the 3rd Confederate Cavalry. Many of these men deserted when the Federals arrived in September 1863. I didn't find Cooper, but nevertheless, people don't always think of looking in this regiment.

It's possible this man was conscripted earlier and assigned to a company recruited in another county.
