One reason is the higher casualty rate from the three main battles around Atlanta and then Jonesboro.

Hood's August 31 report states the AOT had 53,000 troops on hand - and with them suffering some 33,000 casualties in the whole campaign, adds up to the 86,000 men figure that I have cited already of men serving in the AOT during the campaign.
