Carnesville, a pretty little town, is the county seat of Franklin County. The old Court House sits in the middle of the Court Square; they just built a new one in the last five years or so.
I know of no on-line listing of Confederate burials, but there is a printed cmetery book for Franklin County, done 20 years or so ago. Also, a lady out of Toccoa has self-published a series of books, These Men Wore Gray, followed by the name of the County. Franklin was the first in the series, but you'll only find them in the larger libraries around Georgia. They are pretty helpful if you can get hold of a copy.
