muster roll/mustering question

I have a question concerning my ggggg, grandfather and something that was notated on one of his service records. On one muster record for August 1, 1863, he is notated as "not stated" on present or absent. Then on another muster roll, for the same regiment, but differet company, taken on August 4, 1863, present or absent is blank and the remarks state "refused to be mustered". Does anyone have any idea of what this may mean? The August 1st muster showed he joined for duty and enrolled in his neighboring county, which doesn't seem unlikely since it was the closest major center of population and they did go there often. The August 4th muster was in the county seat of his home county.

He was also on a muster roll for another entirely different regiment on March 24, 1863 to April 30, 1863, which was mustered in his neighboring county.
