The memorial at this cemetery reads, "Here rest the remains of 10,312 Officers and Soldiers who died in defense of the Union 1861-1865." The Veterans Administration also notes that Federal soldiers burned the town of Marietta in November 1864 in pursuit of this cause.

I'm just guessing, but the records suggest that if a man named Timothy Haney is buried there, he belonged to the 48th Illinois Regiment. Perhaps you were not aware that 'National' cemeteries are primarily reserved for Northern soldiers and others in Federal service.
