Further, Stout's papers are in several repositories, this one may be of interest:

"S. H. Stout papers, 1861-65 I3 ft. 3 in.), in the W. P. Palmer Collection of the Western Reserve Historical Society consist of correspondence, special orders, circulars, lists of medical officers and other hospital employees, registers and lists of employees, and hospital reports of medical and hospital supplies, requests and invoices for provisions, diets and prescriptions, furough papers, and registers of deaths, relating mostly to Georgia hospitals during 1863-64." [The Confederacy, A Guide to the Archives of the Government of the Confederate States of America, Henry Putney Beers, National Archives and Records Admistration, Washington, DC, 1986, Medical Department, p. 176]

I find no records of the three hospitals in question. Some records for the Atlanta Fairground Hospitals #'s 1 & 2, General Hospital Atlanta and Atlanta Receiving and Distributing Hospital are located in the S. H. Stout collection at the Texas Archives in the University of Texas Library.
