I've never seen any document in the Official Records or the CSRs directing that the 16th Georgia Partisan Ranger Battalion be merged or consolidated with any other command. To the best of my knowledge, no Georgia State command ever consolidated with a Georgia Confederate command like this one. They organized under different governing authorities and reported to different commanders. They were always different breeds of animals, and never mixed.
The battalion was increased to a regiment by the addition of three companies of exempts, Company "H" raised on Sept. 19, 1863, Company "I" organized on Feb. 10, 1864, and Company "K". Dated Jan. 16, 1865, Special Order No. 12, A&IGO, authorized organization of the 13th Georgia Cavalry Regiment to date from May 2, 1864. As you can see, however, earlier references to this command are given under the name 16th Georgia Partisan Ranger Battalion.
The military service file of Lt. Col. Samuel J. Winn will prove useful as far as locating the battalion at different times.
Records of this battalion during the summer of 1862 will refer to it as the 1st Georgia Partisan Rangers.
