After forming in May 1862 they were called 1st Ga Partisan Rangers and even some records show 2nd Ga Partisan Rangers. When with Morgan in Kentucky they were called Col. Hunt's Georgia Cavalry. I have not found the exact date or circumstance for them being re-named the 16th Battalion Georgia Cavalry. Some records show 16th Battalion Partisan Rangers. I find that on some forage records beginning 10-1-62 they were called 16th Battalion Partisan Rangers. If anyone knows the exact date I would like to know.
If Lt Haynies records show 16th Regiment it would be a slip of the pencil as they were never the 16th Regiment. After forming the first 6 companies, the Jackson County companies (D & E) were getting more recruits. When they came back to Georgia in early 1863 to help in putting down a tory uprising in North Georgia they gained many new men. I speculate that the officers felt like they could add 4 more companies and get to regiment strength. Co's G & H were formed from new recruits, conscripts and men transferring from other companies in 1863. Companies I & K were added from Jackson County in early 1864 and were made up of mostly non-conscript age men. This brought the unit up to regiment strength on paper. In reality most all the companies by this time had only around 20 to 40 men instead of the 100 that made up a company.
In 1864 the 16th was spread out all over the place. Around 180 men of various companies went into the Shenandoah Valley with General Vaughn to oppose General Hunter in early June. These men went in without their horses because they were to ride the train. These men served as infantry until July 1864 when they were mounted. The men who did not go to the valley were recruiting horses in North Carolina. Some men were on detachment in Athens Georgia around the end of July and early August and opposed parts of Stonemans raid in Athens and at the Battle of King's Tanyard. I am not sure why they were there. 3 men were captured on Aug 2, 1864 in Watkinsville, Ga near Athens the day before the skirmish at Athens Ga . They were from companies B, C & F. Therefore parts remained in East Tenn and S.W. Virginia under Morgan and parts stayed in the Shenandoah Valley under Vaughn and parts were in Athens, Ga. The men that went into the valley came back to East Tenn in October 1864. I do not believe any total company was detached. It was generally based on who had horses to ride.
The re-designation to the 13th Regiment came in early 1865. All of the records for the 16th Battalion are under this designation in the compiled service records. By then many of the men who had been wounded, disabled, deserted etc. were back home and never knew of the change. That would be probably about 80 percent of the men who served. Col Winn came back to Georgia in early 1865 with many of his men and never returned to his command in East Tenn. Major Clarke was in command. The total strength of the 13th in East Tenn by then was probably less than 200 men. So only these men and the men with Col Winn would remember the re-designation.
