So these were under the command of the state Governor and not the Confederate Commanders.
In my ancestor, John Poe's file from his service record one card states

"Absent. Detailed, by order of the Governor," from 15 September 1863."

They didnt neccesarily work directly in the battle front effort but were in home defense, and other tasks directed by the State Government, right?
