"Committee of Safety"(Fulton Co.)

Does anyone know if a "Committee of Safety" is the same as a HomeGuard? My 3rd Great-Grandfather is listed as a member of the "Committee of Safety" from Atlanta,Georgia on April 19th,1861, before he enlisted with a local company in June,1861. He was previously listed as a member of the "Fulton County Minutemen Association", in Atlanta November 1860. I read that the Committee was created later by the Association. I also found this about the committee of safety; "whose duties was to care for the families of those who had volunteered to serve in the armies of the Confederacy". Another mention of this committee was to rid the county of Unionist, Union spies and abolitionist. I was not sure if this was a Home Guard, or does anyone know anything about the homeguard in Fulton Co. Georgia?
