GGGGrandfather Wm. Mattox

Wm.D. Mattox was from Elbert Co. in 1816, he enlisted with Fannin's Co. B, lst Georgia and is listed on roster for same. Have checked his widows penstion request file and found he died at Camp Stanton, Benedict MD in 1864. Does anyone know why he was at this Camp. It was a training camp for ex-slaves to be Federal troops. Can I find explanation somewhere?
