I may of been mis-understood,you are correct that they did not buy the land until 1855,they did have own Districts loosely there own, (5)Vol 7 O.H.S. pg- 410 Skullyville Consit.
After buying the lands,they had new Districts (4)the pre-war
meeting where once a year in Oct at Tishomingo.
Seminole: Location Wewoka Gov John Jumper(Little River area)
Creek: Pink Hawkin's Pro-Term of (Wacie Hargo who fled to Kansas in 1861) location;Hillubee Town near Eufaula(Rivertown?)
Chickasaw; Gov "Winchester" Colbert" Location "Old'Pontotic
Old Ft Arbuckle road
All three who would be the people who could sign a legal binding surrender of their Indian nation's.
So where did Phillips go to?
He also looked to have been to the Choctaw Nation as well?
