No it is actually referring to garnering permission and just cause to enter Indian Territory a soverign nation. Around page 138 or before, if memory serves me right.

It also insinuates that the reason Pike wouldn't go to Missouri to fight because he might have had Indian friends starving in Kansas. This was and is totaly erroneous as the fight between Hindman and Pike was about Hindman redirecting Guns and Ammunition from Indian Territory to Arkansas. It also had to do with Hindman being outranked by Pike and Hindman thinking he could order Pike around.

So far good book,,,,, This last part was obviously copied and not researched or it would not have been printed.
