As far as the documents being unpublished, the one you mentioned has been published before, I have used it myself in a article I presented, I have never seen the orginal however and think that would be great to see. As far as the locations mentioned I recall reading a report about a fight at the cow pins. Both sides were guilty of murder of civilians who remained in the Indian Nations, and what Phillips was doing in my opinion was taking Lincolns request of pardons to the rebel Indians and using said crimes as justification for his own crimes against humanity. Indian Territory wasn't a place for any civilian to be during the war or after it for many years, and perhaps not a good place for soldiers either.
