That is very interesting Ralph, though it would seem questionable that a twelve year old could remember it as Colonel Phillips who committed the act. But then war leaves deep impressions on both young and old when they experience it first hand. What you are saying, along with the other documents we have, would seem to indicate that a political as well as a military policy change had gone into effect at that time. I realize that President Lincoln offered new treaties, but it would seem that the implimentation or the manner in which they were to be inacted was entirely different. What we are seeing at this time in the IT was similarly going on in SW Missouri and NE Arkansas.
