That's a good point, Ralph. I was thinking I should do some reading to see just exactly what Watie surrendered. He was Principal Chief of the Cherokee (Southern) and would have signed a civil armistice with the US. The other Principal Chiefs (aka Governors) who were not military officers did this e.g., Colbert for the Chickasaws). This is much different than surrendering his command.
