If this is him on the Freedman Roll, I would assume Louis (Lewis) is predominately of African descent though he could have been multi-racial. He couldn't attend school because he wasn't Cherokee. This shows the mother as Judia instead of Jane. It does show that Tom Taylor was his last owner. Also the age is about right.

Card F1142 means Freedman Roll.
"O" means owner.
