I must be getting senile. I went back and reread page 401 in A Life Of Albert Pike and there it was.
On Mar 21 Pike issued orders to Major Quesenbury to proceed at once to Scalesville, Choctaw Nation, a trading station situated a few miles below the Canadian at the junction of the Missouri-Texas and Fort Smith-California roads (later the site of McAlester), to select and purchase a site and to erect buildings for a new headquarters for the Department of Indian Territory. Pike reasoned that he would have in front of him all the roads north of the Canadian by which the enemy could advance.
To garrison his new post Pike planned to use only white troops.
Elmer
