Here is my pass at a transcription:

Grand River, C.N.
Aug. 29 1862

This is to make known that when JS Tooley was reported to be under an arrest, which fact was not made officially known to me until Provost Martial came into camp to arrest him) he was at the Quarter Master tent and the following conversation was heard in my presence to wit: said Tooley desires some corn to be [hauled? Loaned?] to his quarters from [-----] of Arkansas River where there was some corn purchased for the regiment. The Quarter Master replied that he could not hand corn for him in as much as he had no wagons. Then Sam Tooley asked permission from me to go over the said river to get some corn for his horse. I told him he needed no written permission in as much as he had been going over the river without it. This was about the run of our conversation --- between us on that day, previous to the arrival of the Guard in camp to arrest him.
