Hi Ken,
I cannot give Col. Phillip's very high marks,so he was to steal-trained Confed. Indian's using better supplies,Gun's and hold ground that had been the home of the same Indians.
This is on-line-
In the fall of 1862 at Missouri's Spring River near a engagement Sept 20 Shirley Ford- the Delaware Indian's with a Capt. Fall-Leaf of the 2nd I.H.G.Kansas-took a Medicial leave to go Buffalo hunting-- he has a chief for his people this to help feed them--his troops said they had no leader to give orders now (Language-problem) so they abt 60 soldier's went with him--also near this time some of civilian Indian's panic-over-ran one of the post/camp with women children ,old aged etc.
These events timing had Col Richie fired-Dismissed for not being able to control the Indians, they also had to re-org
1st I.H.G. 2nd I.H.G.and 3th I.H.G As I see it the Indian Expedition is over they no longer have a 1st-2nd I.H.G.
I'm not sure of the 3rd- the people remain mostly unchanged- but may of been changed to the 6th/15th Kansas

This shows me he was willing to take Indian's from- homelands known good scouts,guides put them in war and let the tribe strave to death,his major resources-supplies,military forces,was what looks his focus was on.

Watie however made a surprise raid on his supplies wagons, he was to share this with the Indian people,refugree's
this show's a more willing for compassion for his Indian's- plot -in the war.
